Injury relief in sight for coast guard


While Gov. Chris Christie is busy criticizing Republicans for their role in the Sandy Hook school shooting and other disasters, he's missing out on some good news for the coast guard.

The agency announced Wednesday that it has received a $17.5 million loan from the state, which has taken in roughly $30 million from federal loans over the past few years.

The agency, which includes the U.S. Coast Guard, could receive up to $24 million more over the next five years as long as it can complete the rest of the $40 million it received from the federal government last year, according to Department of Homeland Security officials. That's in addition to nearly $2 million it received this year.

That amount is less than half of what the department's fiscal year 2013 budget request is seeking, but $5 million more than the $19.9 million sought by Congress as well. The budget requests for fiscal years 2018 and 2019 are $16.3 million and $15.3 million, respectively.

While the department has been making more of its own money under Christie's leadership, the governor's office has also made some good progress toward meeting a major grant it needs for coastal development at the same time it's also making money off federal loans for other causes.

Under Christie, the budget of the Department of Environmental Protection has risen from $50.8 million last year to an estimate of $54.9 million. The agency receives almost $18 million from the U.S. Department of Energy. The department's budget has fallen roughly 25 percent from 2014, when the budget was almost $120 million, though the drop is due largely to decreased funding from the Federal Emergency Management Agency.

Christie is in a unique position to help pay for these federal grants. As president, he can direct the department to raise revenue through state, local and federal programs.

On Thursday, New Jersey Gov. Chris Christie's budget proposal calls for $19 million in additional revenue this year, about 20 percent of a $24.3 million total requested by Congress. The additional money will come from the state's contribution to the federal Clean Air Act, which allows states to divert tax dollars to address carbon pollution. The governor plans to push to extend that law as well.

In addition, the governor's office plans to request an additional $7 million from the federal government to cover costs related to the $9 million in funding from the U.S. Army Corps of Engineers that the state has received through the Clean Water Act.

At the same time, however, Congress is working on another major stimulus plan for the country: the American Recovery and Reinvestment Act of 2009. That bill would create a temporary infrastructure loa
